In the fall of 1994, the South Carolina Employment Security Commission's Labor Market Information (LMI) Department submitted a proposal to establish a comprehensive national LMI training program. This program would be part of the U.S. Department of Labor's America's Labor Market Information System (ALMIS) initiative.
In 1995, South Carolina was awarded a grant by the U.S. Department of Labor to develop such a program. The SC Employment Security Commission thus became head of a consortium of states and federal agencies charged with developing an LMI Training Institute. The institute was to provide training to LMI professionals and users across the United States, and foster communication within the LMI field.
The LMI Training Institute consortium composed the following vision statement for the institute:
The Labor Market Information (LMI) Training Institute will provide an infrastructure to advance the art and science of labor market information among all LMI professionals and the LMI customer community.
Guided by that vision statement, the consortium developed training and information programs covering LMI professionals and users across the country. The consortium established a board of directors that represents all member states in the guidance of the institute's operations.
In 2004, the Virginia Employment Commission took over administration of the LMI Training Institute. In 2008, the Missouri Department of Economic Development became the new national lead for institute administration.
