States maintain flexibility in the information they require from employers on the wage records of their employees. There has been a growing movement among federal and state agencies, researchers, and even businesses to “enhance” Unemployment Insurance wage records (EWR) to include more data, including hours worked and occupational codes, to better assess job market demands, effective workforce training programs, and where college graduates are finding employment.

The Bureau of Labor Statistics Labor Market Information Oversight Council (BLOC) and Labor Market Information (LMI) Institute recently released an up-to-date inventory of the employee-specific data elements being collected by state UI programs, and how those data are being defined. The inventory allows states to assess the extent to which UI programs are adding more supplementary data elements to the wage reports, and the degree of variation among states. See the report here.


The BLOC/LMI Institute study finds that a growing number of states have sought and received approval to add data elements to the wage records. Indiana is one of those states, adding employed in payroll period including 12th of each month indicator, zip code of primary work location, employment start date, full-time/part-time/seasonal indicator, and SOC Code as reported data elements.
